Federal Regulators Are Expected To Keep Jurisdiction Over VoIP

The Federal Communications Commission is expected to rule today that state regulators don't have jurisdiction over Internet-based telephone service.

In a decision that could have ramifications for taxes, fees and rules on the new technology, the FCC is expected to pre-empt states from regulating Vonage Holdings Corp. as a telephone company.

The New Jersey company has been fighting off state supervision in just Minnesota and New York, but many other states have been waiting for the commission to rule.

If Vonage were treated like a phone company, it would have to meet stricter 911 calling standards and pay into telephone subsidies that keep phone service affordable for poor and rural Americans.

Linksys’ “Wireless-G Broadband Router (WRT54GP2)” with two phone ports is now being bundled with Vonage Holdings Corp.’s voice-over-Internet-protocol service, the two companies said Monday.

The Cisco Systems Inc., unit’s WRT54GP2 includes a “Wireless-G Access Point”; a built-in four-port switch to connect wired-Ethernet devices; a router function so the entire network can securely share a single cable or digital-subscriber-line Internet connection; and two standard telephone jacks, allowing for multiple phone lines.

Feds Expected To Ease Net Phone Rules

The nation's top telephone regulators are widely expected to decide on Tuesday to further deregulate Internet phone services.

States would be barred from imposing telecommunications regulations on Net phone providers, which treat calls no differently than any other application on the Internet, according to those familiar with the Federal Communications Commission.

That class of operators includes Vonage Holdings, which asked the FCC for just such a designation last May, plus Verizon Communications, AT&T and dozens of other commercial Internet providers, according to those familiar with the FCC's thinking.

"This is going to be huge," said Jeff Pulver, co-founder of Free World Dialup, a free PC-to-PC telephone service provider that won exemption from federal and state regulations last year. "Otherwise, anyone who wanted to offer Internet phone services could be subject to 51 different sets of state regulations."

Cisco Systems Inc. and Vonage Holdings Corp. on Monday introduced a wireless router that will be bundled with the latter company's Internet telephony services.

The Wireless-G Broadband Router from Cisco's Linksys division will be available at more than 7,000 retail locations across the nation and through Internet retailers.

Retailers that will carry the router include Best Buy, Radio Shack, Office Depot and Staples.

Vonage and Cisco Systems subsidiary Linksys today launched the Linksys Wireless-G Broadband Router and VoIP home gateway. The Linksys Wireless-G Broadband Router is four devices in one: an 802.11g WiFi access point; a built-in 4-port Ethernet switch; a DSL or cable modem router; and a two-jack VoIP telephone adapter. The new Linksys router is bundled with Vonage phone service, giving consumers a residential VoIP solution in one box. The Wireless-G Router will be available at over 7,000 retail locations nationwide and through select e-tail partners. These two companies first announced their partnership in August.

Internet Service Teaches Old Phones New Tricks

In most ways, Barry Martin's telephone service is pretty standard. It uses a regular phone, offers local and long-distance calling, and comes with a full range of features like voice mail, call forwarding, call waiting and caller ID.

But Martin's phone also knows a few tricks yours probably doesn't.

It automatically forwards voice mail to Martin as e-mail he can check at the office or on the road. Just click and play.

If no one picks up at home, it can forward calls to Martin's office. And if no one answers there, it can send the call on to his cell phone.

For $5 a month, Martin plans to can add a "virtual number" local to Kansas City, Mo., where his girlfriend's family lives. They'll be able to make a local call from Kansas City that will ring through to his Louisville apartment toll free.

WASHINGTON (Reuters) - U.S. communications officials on Tuesday are expected to shield Internet-based telephone services like Vonage from some key state regulations, a step seen as key for advancing the new service.

The Federal Communications Commission is expected to back a petition from privately owned Vonage Holdings Corp. to declare its service interstate in nature and therefore exempt from state requirements that apply to traditional phone services like rate regulation, sources familiar with the matter said.

Vonage, which has more than 300,000 lines in service, allows a customer to make telephone calls nationwide and to Canada for a flat fee using equipment attached to a high-speed Internet, or broadband, connection.
