WASHINGTON - In this era of nonstop offers and deals on telephone service, it's not unusual for phone users to change long-distance providers and even local providers.

But Vijay Patwardhan doesn't just intend to switch to another provider. He plans to drop the local phone service that Verizon provides to his Hampden Twp. home.

He's among a growing number of people with broadband Internet connections who use their high-speed Web service to make phone calls in addition to surfing and sending e-mail.

Readers continue to call or e-mail to praise, criticize and seek more information. One reader was upset that an Internet phone service I wrote about called Vonage, a local and long distance company that hooks up to your DSL line, did not have access to the 911 emergency system.

That has since changed. According to the company, Vonage customers have access to 911 through some new software. By activating their account with the local system at the Vonage Web site, they can use the local 911 system like the rest of us.

For the last few years, this one included, major MSOs have continued to maintain that "next year" will the mark the beginning of large-scale IP telephony service deployments using PacketCable technology. While the lackadaisical pace of voice over IP (VoIP) deployment can be attributed to legitimate MSO concerns about PacketCable product stability (which has finally been answered by CableLabs' qualification of two call management servers) and the underlying economics of cable telephony, it also seems to reflect a belief among cable operators that the voice business will always be available to them, on their timeline. But is this a fair assumption?

Organizers of the Society of Cable Telecommunications Engineers' (SCTE's) annual Cable-Tec Expo are banking on no more than a slight falloff when they open their 20th anniversary show in Philadelphia this month.

Q: I recently read a newspaper bit on low-cost phone calls over the Internet. Seems like there was some chatter about this in the late '90s, but the quality was always too poor to make it fly. Is the new crop any better, or is this just residual dotcom hype?

Good memory, dear reader, as there was a considerable to-do in the boom years about Voice-over-Internet-Protocol (VoIP). The idea's that, instead of funneling calls through cumbersome, pricey phone switches, you can convert voices into digital data and transmit 'em like any e-mail. The sticking point has always been the fuzziness of the resulting calls-sort of like speaking through a cell while immersed in a vat of Jiffy Pop. No longer, as you'll be hard-pressed to tell the difference between a traditional call and a VoIP'er nowadays. There are still a few drawbacks, but not enough to scare away the penny-pinchers who're sick of paying exorbitant amounts to call Wisconsin, Macedonia, or Queens.

BALTIMORE -- At a two-hour marathon session at ISPCON, Voice-over-IP (VoIP) vendors on Thursday representing all stages of deployment concluded that logistics and politics are the biggest hurdles holding up widescale adoption, not technology or cost.

But ISPs still remain skeptical about deploying the advanced voice service for its customers. A slew of reasons have kept rollout at bay including new business relationships that must be forged with global voice providers, new billing issues raised by the provision of a service that is billed by the minute instead of by the month and even some regulatory issues.

Vonage DigitalVoice, the biggest provider of voice over Internet Protocol service, will formally announce this week that it is enabling customers to connect to the 911 emergency system, becoming the first such provider to offer the capability.

"You're seeing the first few steps into the future," Executive Vice President Lou Holder said on Tuesday. The company began offering customers the capability during the last few weeks but has yet to officially tout the move.

2003 has already been productive for the Seattle technology company RealNetworks. With its partners, it launched two new major services: ABC News Live, a 24/7 online news broadcast, and MLB.TV-a venture with Major League Baseball to Webcast live video of the league's thousands of games. RealNetworks technology also became the de facto delivery mechanism for much of the live, breaking news from the War in Iraq, turning already connected citizens into online junkies hungering for news at all times of day. RealNetworks execs claim a five-fold increase in the amount of audio and video delivered by the company. The war even increased subscriptions to RealNetworks' paid services.
