It's showdown time once again at the Federal Communications Commission, and the stakes could be significant for consumers and big businesses, as major telecom providers and upstart technology firms square off over whether Internet phone calls should be regulated in the same way as traditional phone services.

Today the FCC will host a forum on Voice of Internet Protocol service -- VOIP for short.

Yes, how boring. But the fact remains that faster Internet access is one of the most compelling reasons to switch to broadband. All but the largest consumer portals are adding richer Flash elements to their homepages these days. Some popular sites can take 30 seconds to a minute to fully render over a dial-up connection. “A lot of webmasters are developing their pages specifically for broadband these days, poo-pooing the dial-up user entirely,” said Bob Escalle, a board member for the DSL Forum representing Texas Instruments. “The more splash and flash built into these pages, the more a broadband connection becomes vital to viewing them.”

The FCC’s Triennial Review order: The UNE-P portion kept the unbundled network platform in play and non-facilities based competitive carriers alive--for the moment. State commissions must complete their market-by-market analyses by July 2004. The broadband portion granted incumbent carriers the regulatory relief they had been seeking through the controversial legislation sponsored by Reps. Billy Tauzin (R-La.) and John Dingell (D-Mich.). It effectively freezes competitive carriers out of the broadband future.
