U.S. Federal Communications Commission Chairman Michael Powell said the agency and state officials should try to avoid regulation of Internet-based telephone calling because new rules might hamper the industry's growth.

The five-member FCC's two other Republican commissioners echoed Powell's statement at an agency hearing on unregulated voice-over-Internet protocol, or VoIP, technology in Washington.

Vonage, a provider of broadband phone service, announced a co-branded agreement with CableAmerica to deploy broadband telephony service to CableAmerica's cable television passings in Arizona, Missouri, California, and Michigan. Vonage will offer local and long distance calling throughout the United States and Canada for $34.99 a month to CableAmerica's aggressively growing broadband Internet customer base.

WASHINGTON (IDG News Service) - The U.S. Federal Communications Commission (FCC) should take a mostly hands-off approach to regulating the VoIP (voice over Internet Protocol) industry, so that VoIP can continue to grow and provide consumers with a choice as to which type of telephone service they use, a chorus of vendors told the FCC Monday.

Too much regulation would "retard innovation," argued Jeffrey Citron, chief executive officer of VoIP provider Vonage Holdings. Others called for the FCC to stay out of regulating prices for VoIP.
