The race to roll out Internet phone services will likely worsen price deflation in an already reeling telecom industry.

AT&T Corp. (T) Thursday stepped up plans to offer local and long-distance phone calls via voice over Internet protocol, or VoIP, technology. Ma Bell says it'll offer VoIP services in some markets starting in the first quarter of next year.

Cable and phone companies are hustling to offer new services that route calls over the Internet, a technology that eventually will make the 125-year-old telephone system seem about as advanced as sending smoke signals.

That day bounded closer this week as three major communications companies -- Time Warner Inc.'s cable TV unit, Qwest Communications International Inc. and AT&T Corp. -- announced plans to sell Internet phone services to consumers.

There has been discussion to introduce some type of regulation to the IP telephony industry in the United States. Earlier this month, the Federal Communications Committee (FCC) started a workshop with the intention to discuss whether to implement regulations. We’ve talked to Mr. John Rego, Chief Financial Officer for Vonage the biggest IP telephony company in the U.S., about this situation.

Nikkei: The FCC recently started the discussion as to how to regulate IP telephony.

The battle over the future of telephone service will break wide open today with an announcement from AT&T that it plans to offer unlimited long-distance and local calling using Internet technology at a lower cost than conventional phone service.

The move, disclosed by industry executives close to the company, comes after announcements this week from Time Warner Cable that it would provide phone service in many areas where it offers high-speed Internet connections and television access and from the BT Group of Britain that it would offer Internet-based telephone service to its customers.

Vonage said it had doubled the number of calls over its Session Initiation Protocol (SIP)-based network in less than 4 months to more than 100 million. It said that while adding more than 10,000 new lines per month, it was completing 3 million calls per week, creating new call volume benchmarks every month.
