South Florida Lagging In Voice-Over Internet Calls

For years, the promise of dirt-cheap phone calls carried over the Internet has been dangled before consumers.

Now, many are saying, the revolution is here. In separate path-breaking announcements two weeks ago, long-distance giant AT&T said it will roll out Internet-based local calling nationwide next year, while cable powerhouse Time Warner said it will also offer the service in major markets across 27 states.

Internet-based telephone service is overcoming its early reputation for being shaky and unreliable, and it might be on the verge of a high-tech communications breakthrough.

The technology - known as VoIP, for voice over Internet protocol - is pushing aside traditional telephone systems in some offices and is starting to win over home users.

NCTA Canvassing Members To Formulate Industry Position On VoIP

NCTA Pres. Robert Sachs said the cable industry wouldn't stand in the way of Vonage's riding aboard cable modem lines to provide voice-over-Internet protocol (VoIP) service to cable's high-speed Internet customers. This was the first indication of how the industry would approach Vonage, although some in cable privately had described the company as a freeloader seeking to exploit the upgraded fiber for which the cable industry had spent millions of dollars. Sachs's statement came as several cable companies -- Time Warner Cable, Cox and Cablevision -- were rushing their own VoIP services to market.

Top Story: Communications Daily -- The FCC unanimously approved rules Wed. to improve administration of its e-rate program, including allowing $420 million in unused schools and libraries funds to be carried forward for disbursement in 2003 (p2). Among Others: Financial Times -- Nokia said it plans to open an office in N.Y. to place its CFO closer to his customers (p15). N.Y. Times -- In a reporter's test, Vonage's VoIP service rivaled the quality of traditional circuit-switch service, for less money.

The big telephone companies are scrambling to catch up with upstart competitors in the race to provide low-cost telephone service over the Internet. They may be late to the game, but they say their services will offer better voice quality - a claim questioned by the smaller operators and industry analysts.

Another local and long-distance telephone carrier is launching service in the Oklahoma City area.

Edison, N.J.-based Vonage said it is offering its Internet-based telephone service to Oklahoma City residential and business consumers with packages that include unlimited local and long-distance calling at a flat, monthly rate.
