California regulators agreed Wednesday to investigate whether companies using Internet technology to handle phone calls should be regulated - and, if so, with how heavy a hand.

The Public Utilities Commission's unanimous vote mirrors efforts at the Federal Communications Commission, which is expected today to launch a similar look at the growing use of voice over Internet protocol, or VoIP, which sends voice signals much like e-mail over data networks.

Edison, NJ-based broadband phone service company Vonage announced 2/10 the launch of service in Lubbock, TX.

Vonage also announced 2/10 that its wholesale partner, Microwave Satellite Technologies, has launched NuVisions Digital Voice, which offers MST's broadband subs. in New York City and across the U.S. the ability to choose from several of Vonage's flat-rate residential and small business calling plans.

Public Utilities Commission tentatively decides services that link to traditional phone system are utilities.

The California Public Utilities Commission (CPUC) on Wednesday tentatively concluded that VOIP (voice over Internet Protocol) services that connect with the traditional phone network are public utilities and subject to its regulatory authority.

FCC chmn Michael Powell is calling on cable and other high-speed 'Net providers to voluntarily adopt principles to ensure users can freely enjoy the Internet.

Powell praised NCTA and cable for pledging not to block traffic from competing 'Net voice providers, such as Vonage, during a speech at the Silicon Flatirons Conference in Boulder, CO, Sun.

More than three years after the Internet and telecommunications investment bubble burst and the economy soured, the nation's phone companies remain besieged.

Businesses still aren't splurging on hiring or technology, which means there's less demand for office phone lines or expanded corporate telecom systems. Consumers are taking advantage of an unprecedented array of affordable choices, ranging from calling over the Internet to using a long-distance carrier for local service. And many investors, whose money disappeared with the bubble, are gone for good.

WASHINGTON, Feb. 8 - The effort to write the rules for Internet telephone service begins this week, and whether it succeeds may ultimately come down to a matter of money.

On Thursday, the Federal Communications Commission is set to consider approving a notice of proposed rulemaking, the first step in a lengthy process of writing regulations for Internet-based phone services. The commission is also set to issue a final decision on a petition by one of the new Internet phone companies, Pulver.com, which has asked the commission to rule that it does not need to pay interconnection access fees to phone companies for any calls made and received between computers through Internet connections.

Fixed-line telephony, already challenged by mobile phones, will come under more pressure from cheap or free calls made over the Internet and this may force telecoms firms to change business models, industry experts say. 'I don't believe one can charge for telephony calls in the future,' said Internet innovator Niklas Zennstrom, who runs Skype, a London-based company offering free software to make free phone calls between two computers over the Internet.
