Internet phones have come a long way since the early days. A few years ago, you had to use software and a PC microphone to initiate a call from your PC to a regular phone. And you probably encountered some of the most garbled, inaudible conversations since tin can met string.

Thanks to advanced technology, the call quality of Internet phones has improved dramatically. The upsurge in affordable broadband service, combined with a new breed of hardware adapters, has led to a slew of Internet phone (aka Voice-over-Internet-Protocol, or VoIP) services eager to woo you away from your phone company. The Internet phone market includes telecommunications titans such as AT&T and Time Warner Cable, Net phone veterans like Dialpad and Net2Phone, and upstarts like VoicePulse and Vonage.

Consumers Pick Up On Net Phone Trend

If you’re browsing for the next frontier in phones, stow your cell and eye the Internet. By the end of 2006, 1.8 million households will be making calls from phones plugged into the Net, up from 135,000 users in 2003, according to In-Stat/MDR, a research firm that tracks the telecommunications industry.

“This is not a passing thing,” said Daryl Schoolar, a senior analyst for In-Stat/MDR. “We’re going to see more movement toward VoIP services.”

VoIP (pronounced “voyp” and standing for Voice over Internet Protocol) refers to calls transmitted over the Internet, bypassing the wires and networks owned by phone companies as well as their charges.

The Pennsylvania Public Utilities Commission has voted unanimously to refrain from regulating Internet-based phone service while it monitors developments at the FCC.

The vote heralded the conclusion of a year-long proceeding investigating VoIP services like Vonage, according to the service provider.

Two hot trends - wireless Internet and voice-over Internet -- could cometogether soon with Wi-Fi phones that promise free or extremely inexpensive calls. Vonage Holdings is testing Wi-Fi handsets it hopes to sell by fall. The devices would look like cordless phones and would be used in offices, factories or homes with Wi-Fi networks.

Meanwhile, rival Net2Phone is six months into a test aimed at turning Microsoft Pocket PCs into Wi-Fi cell-phone replacements.

EDISON, N.J. -- Yesterday, the Pennsylvania Public Utilities Commission voted 5-0 to refrain from subjecting VoIP services to regulation and to monitor developments at the FCC prior to making any conclusions concerning the Commission's jurisdiction over VoIP services.

The vote heralded the conclusion of a year-long proceeding investigating VoIP services like Vonage and the necessary treatment under the Pennsylvania statute.

What they couldn't agree on in eight years, telephone companies are now trying to settle in 45 days.

The former telephone monopolies and their rivals have an opening to negotiate wholesale rates, which could resolve an issue that's bitterly divided them since the federal deregulation act was adopted in 1996.

June 15 marks the end of a 45-business-day stay of a U.S. Appeals Court decision invalidating previous wholesale rates.

Phone Calls Over The Internet Are Now An Easy-To-Use Reality

I don't often use the term killer app, but Voice over IP services such as Vonage, a system that uses the Internet to easily and inexpensively make local and long-distance phone calls, is pretty close.

When making phone calls over the Net first became available to the general public a few years ago, it was a complicated pain in the okole. The quality of calls was marginal, and you had to use your computer to make the connection -- if you could make a connection at all. Sure, it was free, but the time it took to get the call completed was usually not worth the effort.

Thankfully, those days are over for good.

Pennsylvania Has Given Net Phone Services A Reprieve From Regulation For Now

The state's public utility commissioners voted Thursday to hold back from imposing regulations on so-called voice over Internet Protocol (VoIP) services. Pennsylvania joins Florida and Colorado in deciding not to introduce rules.

About 20 other states, including California and New York, are still considering what position to take on jurisdiction and regulation. While the Federal Communications Commission is working out its own stance, many states believe they have a regulatory role when it comes to Internet phone providers. Some states fear that as more calls are made via an unregulated Internet connection, rather than over regulated phone lines, they will see a drop in revenue from a tax on traditional phone calls used to support public services.

It's not floating in space or kept tidy by a talking robot, but the home of Billy Harrison is likely as close to an episode of "The Jetsons" as anything in Polk County. The home, a 3,500-square-foot marvel of modern technology built by Hulbert Homes, sits at 5643 Hillview Court in the Grandview Landings subdivision off Gib-Galloway Road in North Lakeland.

Nicknamed The Harrison Manor, it's the first home of its kind to appear in Polk's Parade of Homes. It will appear in the $310,001 to $340,000 category in the Spring Parade, which starts today and runs through April 25.

Eager to have the rules set for providing Internet-based telephone services, the big phone companies urged the federal regulator to move quickly.

Now they're asking it to slow down.

Bell Canada, Telus Corp. and other incumbent phone carriers said yesterday the Canadian Radio-television and Telecommunications Commission breached its common law duty when it announced last week that Voice over Internet Protocol (VoIP) service is just another local phone product and should be subject to existing rules.
