When it comes to your office, you can take it with you. And it's getting easier all the time.

Consider: Laptops with Wi-Fi connections and cellular modems let you check inventory and finalize customer orders from just about any remote location. "Smart" phones give you uninterrupted online access as you travel across the U.S. and Europe. Wireless portable printers let you make hard copies from your laptop, hand-held PC or digital camera without lugging around cables. New computer terminals let you swipe an ID card and call up your personal files from any desk at your company.

By some estimates, 40% of workers now travel for business, and market watcher IDC predicts that figure will rise to two-thirds by the end of 2006. And as the roster of road warriors grows, so does the demand for new gadgets to keep business running smoothly.

A federal judge has ruled that the New York State Public Service Commission can work with Voice over Internet Protocol (VoIP) service provider Vonage in resolving customer complaints and quality of service issues, but the
state commission cannot regulate or tax the service provider.

Bill Rainey, newly hired president of Vonage Canada, obtained his undergraduate degree at University of Alberta and once lived in Calgary, where he met his wife and had two children.

Rainey, a former executive with Groupe Telecom, Telus and Royal Trust, has a particular affinity for northern Alberta.

PALO ALTO, Calif. — What do hundreds of phone calls from Bolivia to Silicon Valley cost? Tech start-up Vazu pays only about $50 a month.

Vazu uses a new kind of phone service that travels over the Internet instead of traditional phone lines. Internet telephony bypasses most of the tolls and fees that make long-distance calls cost so much.

WASHINGTON, July 27 - Deregulation is the mantra of the main players in Internet-based phone service, a new technology that could increase competition and further drive down phone prices.

But behind the scenes, a fierce battle is emerging among rival companies and between federal and state regulators over the shape of new government regulations and control of the service, which has the potential to be the most significant development in telecommunications since the breakup of the AT&T monopoly 20 years ago.

For most of their five years apart, the Browns paid about $50 a month for local phone service and another $20-$30 in long-distance charges. That was until November, when they got one of those new-fangled VoIP lines. Now they're spending about $20 a month.

"It was all about saving money," says Greg, 31, a business and technology consultant and an admitted "early adopter" of technology gadgets. Though Porsche, a research scientist, is less comfortable with new technology, she's perfectly comfortable with the notion of saving $50 to $60 per month on phone service, her husband says. That's $600 to $720 a year, he points out.

A federal court enjoined the N.Y. PSC from imposing telecom regulation on VoIP provider Vonage until the FCC rules whether VoIP should be subject to state jurisdiction. The ruling of Judge Douglas Eaton, U.S. Dist. Court, N.Y. (Case 04 Civ. No. 4306), barred the PSC from requiring that Vonage obtain a state certificate as a competitive telecom carrier to continue serving N.Y. customers. The court indicated that if the FCC hasn't ruled on the issue by Jan., it might entertain motions to review the injunction.

Although some states have decided to not make any decisions regarding the regulation of VOIP service until the FCC has concluded its pending rulemaking on IP-enabled services, two state agencies have moved forward in their investigations of such services.

In one proceeding, the New York Public Service Commission ("NY PSC") recently concluded that VOIP provider Vonage Holding Corporation is a "telephone corporation" under New York state law. According to the NY PSC, Vonage is subject to New York's basic telecommunications statutory requirements and such state regulation is not preempted by federal law.
