The US's largest immigrant group, Mexicans, can now order telephone numbers from their country of birth and have calls dialed to those numbers ring on their home and office phones.

New Jersey-based telephone provider Vonage is now allowing its customers to select Mexico City-based virtual numbers – numbers that ring on a Vonage primary line – for $4.99 per month.

Andy Church is part of a new breed of phone users. The 39-year-old Ottawa resident happily makes calls from his home computer using Voice over Internet Protocol (VoIP) technology, which allows him to route calls through his computer and avoid paying bills to Canada's largest phone companies.

"I wasn't getting any value for the $50 a month I was paying Bell [for local phone service]," said Mr. Church, a self-described technology enthusiast who eight months ago swapped his Bell Canada service for Primus Telecommunications Canada Inc.'s TalkBroadband service.

If you think remembering your work, home and cell-phone numbers can be tricky, try recalling as many as 10 new numbers.

And not from one city's various area codes, either. You can have one for New York City's 212 area code and another from San Francisco's 415. How about a number for Mexico City, too?

Yesterday, AT&T Corp. rolled out a new product called Simple Reach to provide as many as 10 different phone numbers — each from a different city — to customers using its ''voice-over-Internet protocol'' phone service. And all of those numbers can be answered from one customer's phone.

Internet phone calls could be the biggest thing to hit telecommunications since Congress began deregulating the industry in 1996.

Rock-bottom prices and features such as the ability to check voicemail online and make local phone calls from anywhere in the country promise to draw millions of callers onto the Internet. But one big question mark is hanging over this booming market: how to regulate it.

Should Internet phone ventures, like traditional phone companies, be forced to offer 911 service and accommodations for the disabled? Should they be required to build wiretapping capabilities into their networks? What taxes and consumer protections should apply?

There was the ad about the mother whose smart little girl sets up a conference call with her friends and in minutes organizes a street hockey game, the one about the father who waits for the baby sitter to call his home telephone while he and his family run errands all over town, and the one about the man who sleeps peacefully while his telephone system blocks early morning calls from his mother-in-law in Ireland.

If you were wondering what all this fuss was about, the answer lies in the Internet.

Rates.com and www.phone-bill-alert.com, two websites that track long-distance billing, suggests consumers sign up with one of the smaller, discount long-distance companies, which generally offer much lower per-minute charges.

Often, these companies are reselling services they buy on a wholesale basis from AT&T, MCI or Sprint.
