sorry, but you were VERY confused, here's how it works, Photo Jim had it correct as well..

Cell phones, (bell, rogers, telus, fido, whoever) work on your home area! ok, to make it easy, lets say you have a Toronto phone number.. while you are IN Toronto all calls you receive are local to you and therefore not charged, it doesn't matter if the call comes form Toronto, Vancouver, Miami, or Tokyo, you will not be charged.. ok, so now you take your Toronto cell phone to Montreal, EVERY SINGLE call you receive will be charged LD to YOU! cuz you are paying for the call to be transfered from Toronto to Montreal's cel towers to your cell phone..
so someone in Montreal calls your TO# they pay LD AND SO DO YOU! if someone in TO calls you, then they are dialing local TO # so they don't pay but you still pay cuz you're not in TO..

now I know you're out west in SK and AB, but the same applies, you had a local number fo a city in SK, as soon as you go away form that city's local calling area then you have to pay for the incomming calls.. you were in Edmonton, so you could call an Edmonton # for free, but when they called you you have to pay cuz you still have a home area of Small City in SK..

having your Vonage forwarding involved does not make any difference, since the call is still a LD incomming cell call cuz you're not at home anymore.


ppl get this messed up all the time, they think they pay for incomming LD calls in their home area, but they don't..

there is no real easy way of knowing if you're going to be charged LD to answer your phoen or not, other than the suggestion above about calling yoru cell's number w/o a 1, and seeing if you get voicemail, or a recording saying it's LD call.. but this isn't always the 100% accurate case either, its all up to the cell provider as to what area they consider 'home' or 'not home'..



the only way to avoid incomming LD cell calls are to use Roamer Access Numbers, but those are going away with ceaper LD rates and free LD plans.. Bell cell's can use them still, but they aren't listed anymore.. I won't get into the details on them unless someone askes, but I dont' have alist of them, I used to a long time ago, they had them accross Canada and the US using Sprints network..
