ok, let me explain something about Voice over IP (VoIP). There are many providers of this service, of which Vonage is one. One of the great things about Voip is that you can be anywhere and have a phone number from somewhere else. here's a quote from vonage.com that explains this better:
"With Vonage, you are no longer tied to your "local area code". You can select any area code you want from our list of available area codes. This means even if you live in New York, you can have a California area code."
this number is local to californians, not new yorkers even though that's where you live. so, if I called a local number, I called a local number. that's all there is to it. it's the same as call forwarding on pots. if you set up call forwarding to a european number, then does the person who called your local number get charged international rates? no. I guess you don't have a cell phone so I won't go that route like the first link I posted did, but the concept is the same. I'm not sure how this can be explained any different, but judging from the questions you are asking, you would be well served to search out some reviews on Voip in general and learn about the service before you get it.
and here's your short, to the point, spoon fed answer: they will not be charged long distance. as long as the call is local to them, it makes no difference where you are.
