In what could become a critical test case for advancing broadband competition in rural and isolated parts of the nation, a federal district court in Kentucky has upheld an arbitration decision by the state's Public Service Commission (PSC) ordering BellSouth to provide digital subscriber line (DSL)technology over a platform of unbundled network elements (UNE-P) at wholesale rates to competitive providers of Internet services.

One health insurer, which prefers to remain anonymous, uses VoIP in a virtual call center staffed by nurses that it has hired across the country. It gives each one a laptop that's connected to a single location via IP telephony. When a call comes in, it rings on the laptop of whoever is on duty. The nurse puts on a headset and answers the "phone" to dispense advice. This system means the company doesn't need a central call center, and it can hire nurses in areas where salaries are lower.

In the 127 years since Alexander Graham Bell discovered a way to "talk by electricity," phone calling has changed relatively little. True, the world today is awash in advanced services such as call waiting and caller ID, and of course cell phones. But those are minuscule advances compared with the technological evolution -- in much less time -- seen in aviation, agriculture, medicine, automobiles, and most other industries that are basic to American life.

When is a phone call not a phone call? That's the question the Federal Communications Commission will try to answer this year in its deliberations over voice over Internet protocol (VoIP), a technology that allows voice calls to zip over the Net instead of across traditional copper wires. Unfortunately for the FCC, the answer is anything but clear. The agency's rules date back nearly 100 years, to a time when various technologies delivered just copper-wire service. Broadcast radio, and later TV signals, flew through the air. In the 1960s, multichannel video began its journey across a coaxial cable.

California Eases Up On Net Phone Rules

The California Public Utilities Commission will now take its time to decide whether to regulate Internet telephone service providers, according to a commissioner.

The commission was "acting first and asking questions later" last September, when it told six Internet phone companies to get the same license that landline phone companies need to operate in California, Commissioner Susan P. Kennedy said Monday.
