Get ready for the do-everything wireless phone, and headsets, too, as manufacturers and developers in Atlanta at the annual Cellular Telecommunications & Internet Association event work to cram the functions of cordless phones, cellular handsets and IP telephones into one portable device.

Craig Mathias, an analyst at Far Point Group, predicts that combined multiband cordless, cellular and voice-over-IP (VoIP) wireless LAN phones will be widely available by 2006.

At the chip level, Texas Instruments Inc. introduced a new, low-power Wi-Fi chip set for use in dual cellular/wireless LAN phones. TI's chip set can be configured to work under the 802.11 b/g standards (11Mbit/sec. and 54Mbit/sec., respectively, in the 2.4-GHz band) or to support those standards in addition to 802.11a (54Mbit/sec. in the 5-GHz band).

While there are many technical challenges that voice over IP (VoIP) providers face when considering how to bring 911 emergency services to their networks, an even greater challenge could be getting the funding necessary to
implement a viable solution.

At a March 18 "Solutions Summit" roundtable discussion on expanding 911 access to VoIP users hosted by the Federal Communications Commission (FCC), Nancy Pollock, executive director of the Minneapolis-St. Paul Metropolitan 911 Board and a representative of the Association of Public Safety Communications Officials (APCO), said funding to upgrade public safety access points (PSAPs) will be the "biggest hold up."

FCC's Powell Calls For 'Light Touch' On Voice Over IP

ATLANTA (Dow Jones)--Michael Powell, chairman of the Federal Communications Commission, called for a "light regulatory touch" on voice over Internet protocol, or VOIP, technology.

"I think the government will take a hands-off approach to it," he said, speaking to a crowd of several thousand wireless industry professionals at the Cellular Telecommunications & Internet Association's annual meeting.

The FCC in December kicked off a year-long public dialogue on VOIP, giving the public an opportunity to air their opinions about appropriate regulations for the emerging technology. VOIP, which transmits voice over the Internet, has thus far avoided regulations and taxes which generally apply to telecommunications companies.

Retailers Testing Voice-Over IP Waters

NEW YORK-- Circuit City's announcement that it would sell Vonage's self-installed VoIP kit marks the first national rollout of a VoIP product at retail, but it probably won't be the last.

Voice-over Internet Protocol telephony (VoIP) accounts for only a fraction of the residential telecommunications market, but it has been steadily gaining subscribers, thanks in large part to efforts by Vonage and such cable MSOs as Comcast, Cablevision and Time Warner. The MSOs have deployed large VoIP tests in several markets.

Major retailers are currently test marketing VoIP products in partnership with pure-play VoIP service providers and anticipate partnering with cable MSOs in the future.

Circuit City Stores Inc., a large national electronics retailer in the United States, will sell Vonage services in all of its 600 stores and online at www.circuitcity.com.

High-speed Internet customers can sign up for Vonage service and purchase a Vonage starter kit from Circuit City for about $100. Circuit City will offer Vonage customers two months of free service and free activation when customers purchase a starter kit and sign up for service.

Vonage rate plans range from $14.99 for residential customers to $49.99 for small businesses, and include caller ID, call waiting, voice mail, call forwarding and emergency calling.

SAN JOSE, Calif. -- Before 8x8 Inc. launched an Internet phone service in late 2002, it drafted a business plan, set up its equipment, posted a Web site and began taking orders from customers. As with most online ventures, U.S. government approval wasn't needed.

That would change if the Department of Justice succeeds at persuading federal regulators to require new online communications services - such as Internet calling - to comply with wiretapping laws.

Critics, including some online businesses that are working with authorities to make their services wiretap-capable, say the DOJ proposal isn't just unprecedented and overzealous but also dangerously impractical.
