Rise Of Internet Services Causes Stir Among Phone Companies, Regulators

Las Vegas businessman Maurice Gallagher watched with interest recently as telephone companies struggled to extract meaning from a U.S. Appeals Court ruling.

The order, which is subject to a U.S. Supreme Court appeal, could limit competitors' access to the telephone networks created by former monopoly providers. Those dominant providers hailed the ruling as a return to fair play.

Competitors, and some consumer groups, said it could put an end to competition and spark higher phone rates.

Forget all that talk about "triple play" voice, data, and video access in consumer markets, or integrated IP transport in enterprise aggregators.

The real move to unify all communications traffic can be seen in discrete and disparate events occurring in the first quarter of 2004, such as Juniper Networks' (www.juniper.net ) unprecedented $4 billion offer for enterprise security specialist NetScreen, and the widespread popularity of IP-based voice carrier Vonage.

Most analyses of the Juniper offer look at the router company's efforts to bid into security. A few pundits spoke of Juniper's belated efforts to get its name as well-established in enterprise networks as it is within the carrier customer base. But the real story is the unified position that routed IP is playing in all communications realms, and what that says about the size and diversity of the network equipment vendors that will have platforms offering a unified standard from LAN to global WAN.

In Rio de Janeiro, it is not uncommon to see a paraglider soaring above the city.

Dan Rodrigues grew up in Brazil, but it was not until he attended college in New Jersey, that he began paragliding by himself. Two years later, he became an instructor.

Asked what paragliding feels like, 33-year-old Rodrigues says it is hard to explain.

"If you don't do it, you'd never know it," he says. "It's like you gained an extra sense when you learn to fly" -- like walking.

SBC Communications is not the only company making news in the Wi-Fi space this week, Time Warner Cable, Boingo Wireless and Vonage all have made announcements of their own.

Just in time for the NCAA's Final Four appearance in San Antonio, Time Warner Cable has unveiled its largest Road Runner Speed Zone to date. The Wi-Fi service will be offered to its Road Runner customers at the San Antonio Rivercenter Courtyard in time for this week's semifinals and finals of the men's college basketball championship being played in San Antonio. Airespace's wireless local area network system is powering the service.

For Bill Costello's law firm, switching to a phone system that carries voice calls in the same format -- and on the same wires -- as e-mail and Web pages certainly has helped cut costs, by $3,500 to $4,200 a month.

But it has also meant a huge new array of services and features that are revolutionizing the concept of ''telephone." Recent VOIP converts tell stories like the one about the lawyer who took his laptop computer to Alaska and used it to make and take phone calls on his Chicago phone number. Or the accountants, suddenly flooded out of their office by a busted pipe, who simply unplugged their VOIP phones and computers, reinstalled them to a conference room, and got back to work -- within 60 minutes.

Over the past six months, U.S. courts, regulators and lawmakers have taken action favorable to the development of Internet telephony, which allows phone calls to be made much more cheaply over the Net. The result has been a quiet rush of venture capital into startups in this budding telecommunications sector.

"It's important to recognize that regulatory certainty and clarity have a direct impact on investment decisions," explained Bill Wilhelm Jr. of Swidler Berlin Shereff Friedman LLP, who has represented Vonage Holdings Corp., one such startup,on regulatory matters. "As the courts and the Federal Communications Commission have provided greater clarity, the investment community has responded to the promise of the technology."

Brix Networks tomorrow is turning on a Web site where users can test whether their Internet connection is likely to support good-quality voice over IP.

The site, www.TestYourVOIP.com lets users check whether latency, jitter and packet loss fall within the range that will support VoIP well, according to the announcement at the VON 2004 conference in Santa Clara, Calif.

While the site enables users to figure out whether their current Internet connection is good enough to support an add-on VOIP service such as that offered by Vonage, it can also be used by customers of managed IP voice services. By running the Test Your VOIP check, customers can find out whether they are getting the level of service they are paying for.

SANTA CLARA, CALIF. -- Next year may be a big one for regulation of VOIP (voice over Internet Protocol) in the U.S., according to some Monday speakers at the Voice on the Net (VON) conference here.

Several petitions to the U.S. Federal Communications Commission (FCC) to make decisions on the services are currently pending, and some of them legally should be decided within 12 to 15 months, according to Julie Veach, an assistant chief in the FCC's wireline competition bureau, who addressed a one-day policy summit at VON.
