Pennsylvania Has Given Net Phone Services A Reprieve From Regulation For Now

The state's public utility commissioners voted Thursday to hold back from imposing regulations on so-called voice over Internet Protocol (VoIP) services. Pennsylvania joins Florida and Colorado in deciding not to introduce rules.

About 20 other states, including California and New York, are still considering what position to take on jurisdiction and regulation. While the Federal Communications Commission is working out its own stance, many states believe they have a regulatory role when it comes to Internet phone providers. Some states fear that as more calls are made via an unregulated Internet connection, rather than over regulated phone lines, they will see a drop in revenue from a tax on traditional phone calls used to support public services.

It's not floating in space or kept tidy by a talking robot, but the home of Billy Harrison is likely as close to an episode of "The Jetsons" as anything in Polk County. The home, a 3,500-square-foot marvel of modern technology built by Hulbert Homes, sits at 5643 Hillview Court in the Grandview Landings subdivision off Gib-Galloway Road in North Lakeland.

Nicknamed The Harrison Manor, it's the first home of its kind to appear in Polk's Parade of Homes. It will appear in the $310,001 to $340,000 category in the Spring Parade, which starts today and runs through April 25.

Eager to have the rules set for providing Internet-based telephone services, the big phone companies urged the federal regulator to move quickly.

Now they're asking it to slow down.

Bell Canada, Telus Corp. and other incumbent phone carriers said yesterday the Canadian Radio-television and Telecommunications Commission breached its common law duty when it announced last week that Voice over Internet Protocol (VoIP) service is just another local phone product and should be subject to existing rules.

Internet Phone Service Battle On: Second Firm In Market Likely To Be Forerunner Of Many

The digital dukes are now up in the Vancouver and Victoria Internet telephone marketplace.

A second company, Vonage Canada, has joined Primus Canada in the battle to win the hearts, minds and high-speed Net connections of cutting-edge phone users in the two cities.

On Wednesday, Vonage Canada, a subsidiary of New Jersey-based Vonage Holdings Corp, announced it was offering Voice over Internet Protocol service (VoIP), starting at $19.99 for 500 minutes of service to anywhere in Canada and the United States.

VoIP, which means the transmission of phone calls over the Internet, is now felt by its proponents to be a mainstream-ready product.

Pennsylvania Public Utility Commission Refrains from Imposing Regulatory Burdens on VoIP Providers

In a 5-0 Vote, Commission Rules Regulatory Action Premature in Light of FCC’s Open Dockets

Edison, NJ, April 16, 2004 – Yesterday, the Pennsylvania Public Utilities Commission voted 5-0 to refrain from subjecting VoIP services to regulation and to monitor developments at the FCC prior to making any conclusions concerning the Commission's jurisdiction over VoIP services. The vote heralded the conclusion of a year-long proceeding investigating VoIP services like Vonage and the necessary treatment under the Pennsylvania statute.

“Vonage applauds Commissioner Thomas and the PAPUC for its foresight and reliance upon Commissioner Abernathy’s Nascent Services Doctrine for guidance on the potential negative impact of burdensome state regulation on fledgling services like VoIP,” said Jeffrey A. Citron, chairman & CEO of Vonage. “We urge other states to follow the bold leadership of Florida, Colorado and now Pennsylvania to foster competition through a wait-and-see approach to regulation, enabling the FCC and Congress to do their respective jobs before any premature conclusions can be drawn at the state level.”

Sign up for Internet-based phone service and you can get heaps of long distance and local calls, plus extras such as voice mail, caller ID and your choice of dozens of area codes -- all for less than the regular telephone company would charge.

But those newfangled telecom companies aren't regulated or taxed in New York state. Customers don't pay the service charge that helps maintain 911 service. In other words, the technology has changed, but the regulations haven't.

Some believe the disconnect threatens phone reliability and rates for New Yorkers.

Panel Explores Phone 'Crisis'

ALBANY - New York’s hard-wired telephone service is entering a “crisis” - facing intense competition from wireless companies and a burgeoning Internet telephone service - which may radically alter the telecommunications landscape, said an Assemblyman who held hearings Wednesday.

With Verizon Communications Inc. and others planning to sell local phone lines, it’s possible a stock speculator with more interest in turning over assets than running a phone company could take over, said Assemblyman Richard Brodsky. Such a company could take the upstate phone system into bankruptcy as a way of shedding high-cost services - leaving customers in hard-to-reach or poor areas in the lurch, said the Democrat from Greenburgh, Westchester County.
