Internet talk is cheap, but what people really want to know is, how does it sound? So we decided to give VoIP a real test, going beyond the usual method of just making a few sample calls.

Using an industry-approved method, we had six volunteers rate more than 100 calls over four VoIP lines, one landline and one cellular phone on a scale of 1 to 5. The tests were blind, of course, and we took the mean opinion score to come up with our results.

To our surprise, one of the Internet services actually beat the landline, something few experts had expected. Two of the other services had noticeably more glitches, like calls that went in and out of service or calls that had a few syllables chopped out here and there. Not exactly what you want for a business call.

Vonage is building up a channel program to help it target small-business customers, creating new opportunities for solution providers to offer VoIP telephony service.

Perhaps best known as a startup provider of broadband-based VoIP service to consumers, Vonage also boasts offerings aimed at small businesses with fewer than 100 employees. Small-business service accounts for about 20 percent of the company's sales, said Mark Lyons, vice president of VAR sales at the Edison, N.J.-based service provider.

With Vonage v. Minn. PUC oral arguments expected in Oct., Vonage urged the FCC during an ex parte meeting last week to act "expeditiously" on its pending petition concerning the jurisdictional nature of its service.

"If the FCC chooses to act later, the [U.S. Appeals Court, St. Louis,] will render the decision prior to the FCC, and the Commission will be bound by the court decision," Vonage attorney William Wilhelm told us: "If the FCC wants to set a precedent, it would have to act on the matter before the court ruling." The 8th Circuit is expected to issue its decision this year. With respect to VoIP 911 services, Vonage said it continued to "devote substantial resources toward the development of standards and technology necessary to facilitate VoIP 911 services."

When three of the four Baby Bells decided in May to walk out of a telecom industry summit crafting a new interconnection access fee system, they dealt a serious blow to reforming a 20-year-old scheme that generates $14 billion a year for the incumbent networks.

Meeting at the explicit suggestion of Federal Communications Commission Chairman Michael Powell, a tenuous coalition of Baby Bells and their local rivals, long distance carriers and rural telecom providers agreed to call a truce in their internecine wars and to produce an industry consensus rate reform solution to the FCC.

"When someone heard I was in telecom, they'd ask what they should buy to invest" in Internet phone calling, said Westell Technologies' Van Cullens of a recent trip back to his hometown in Georgia. "It's a hot topic."

North American internet phone company Vonage is preparing an assault on the European telecoms sector with the UK as its bridgehead. It will undercut BT by using broadband to provide low-cost phone services.

Vonage is winning 1,000 customers a day from US telecoms giant such as AT&T. Once it has started to win market share from UK operators such as BT, Vonage plans to take on European telecoms giants such as Deutsche Telekom and France Telecom, before challenging mobile operators like Vodafone by offering cheap wireless voice calls over the internet.

NEW YORK - TraditionVonal phone systems may be going the way of the Pony Express. Voice-over-Internet Protocol, technology that allows users to make and receive phone calls using the Internet, is giving the old circuit-switched system a run for its money.

VoIP telephony has seen more than its share of hype. But sales of the necessary hardware are surging, and subscriptions to residential services are strong. Leading service provider Vonage says it's adding more than 25,000 lines per month to its network, and handling more than 5 million calls per week.
