Internet phone service, a burgeoning technology that allows people to make cheap calls to almost anywhere over broadband connections, is getting a boost from retailers.

The technology, also known as voice over Internet protocol (VOIP), has gotten heavy publicity, but so far the equipment needed to send telephone calls over the Internet has been available only from service providers like Vonage and Packet 8. That has kept consumers from having an opportunity to see Internet-phone products in their favorite stores and has limited the growth of VOIP.

There's one thing consumers seem to miss about getting phone service from the old AT&T Corp. monopoly: writing one check and knowing whom to send it to.

New technologies and a competitive phone market have brought consumers a dizzying array of choices for local, long-distance, video, cellphone and Internet services. That has been great for lowering prices. But dealing with multiple companies can be a hassle.

So now a host of companies -- from giant phone and cable carriers like Verizon Communications Inc. and Cox Communications Inc. to Internet-based upstarts like Vonage Holdings Corp. -- are bundling several services into one package, on one bill, often at big discounts to a la carte rates. And consumers are signing up in droves.

For the Bells, it's time to adapt or die.

For years, the big regional phone companies had it easy. Regulatory changes in the 1990s ushered in some new competition, but the Bells' traditional local phone business remained largely unthreatened.

Then cellphones and the Internet began chipping away at that core, as customers began ditching their second phone lines. Now, technological changes -- namely, the advent of broadband -- are roiling the landscape as never before.

Better and cheaper technology has created new competitors, such as Internet phone company Vonage HoldingsCorp., and sharpened the teeth of some old ones, like the cable companies.

Venture capitalists -- the "rock stars" of the late 1990s who brought you the likes of Amazon, eBay, Yahoo and Google -- are back in business. There may no longer be the same end-of-the-millennium-type froth that existed five years ago, but the recent $105 million investment in VoIP pioneer Vonage could presage a return to glory for innovative Internet-savvy startups and the re-emergence of billion-dollar market opportunities. By all accounts, VoIP (Voice over Internet Protocol) is one breakthrough technology that could disrupt the existing telecommunications market and lead to the next great Internet boom. Based on traditional approaches used to evaluate VC deals, the recent investment in Vonage should have been the best VC investment of the summer - but was it?

WorldWide Telco joined the growing list of voice-over-IP providers last week when it announced it has deployed Excel Switching's CSP 2090 converged services platform to provide its wIPphone hosted service to resellers serving the residential and small business market.

WorldWide Telco, a wholesale VoIP provider, used Excel's programmable switching platform to develop its own SIP-based switching capabilities and feature sets that it will use to address the international calling market. The CSP 2090 platform will serve as an integrated media gateway, a registration server and media server.

One of the more curious terms dangling around discussions about advanced communications services is this notion of “presence.”

If you hang out with the people launching voice-over-Internet protocol, or with the people figuring out how to thread services “through the silos” (of video, voice and data bundles), you’ve probably heard someone say it.

If you haven’t, here’s a simple usage example, from a recent batch of notes: “What we need is a network that can do presence, for end-devices that are presence-aware.”

Washington -- The cable industry is opposed to regulations that would ban high-speed-data networks from discriminating against competing applications providers that do not own their own facilities, National Cable & Telecommunications Association president Robert Sachs said Tuesday.

In a speech here at a forum sponsored by state regulators, Sachs said policies designed to ensure “Net neutrality” would disadvantage cable companies that have invested billions of dollars in facilities reaching millions of consumers. Free-market approaches were the answer, he added.

Is it possible to change a regulator's mind in 30 minutes?
That's roughly how long Bell Canada will have next week to convince the nation's telephone watchdog that the emerging world of "VoIP" — that is, phone service based on Internet protocol — is so disruptive and fast-moving that it wouldn't be fair to slap regulatory shackles on Ma Bell.

Next Tuesday, the Canadian Radio-television and Telecommunications Commission will begin a three-day hearing in Ottawa to determine how such an industry-transforming technology can and can't be sold to Canadians.
Another 32 parties will present their views and, after final comments are filed in October, the commission is expected to make a decision sometime this winter.

Bell Canada yesterday urged the telecommunications regulator to take a hands-off approach when governing companies that offer Internet telephony services.

Incumbent carriers, such as Bell and Telus Corp., would be unfairly hampered by price regulation imposed by the Canadian Radio-television and Telecommunications Commission, said Lawson Hunter, executive vice-president of BCE Inc.

New, smaller competitors have entered the Internet telephone market in recent months, offering lower prices for services over the Web via personal computers (VoIP).
