Computer Doubles As Telephone

If you're already paying for high-speed Internet service, why not make the most of your money?

Those cables aren't just good for downloading sports scores, they can digitally transmit and receive phone calls, too. Once you sign up with a VoIP (Voice Over Internet Protocol) provider, your long-distance phone bills may go the way of the rotary phone. Using a high-speed connection, a telephone and a router that links them to your PC, you can make calls while avoiding the tolls associated with typical jack service. Plus, installation is easy - even a ding-a-ling can get the hookup.

At present, the three major players on the scene are Vonage, Packet 8 and Voiceglo. Plans range from $15 to $35 a month, with prices varying according to the type of service (local, long-distance or international).

Vonage Service Requires Only A Normal Phone And Broadband Connection

US start-up Vonage is planning to launch its VoIP telephone service for consumers in the UK in December.

Using a normal telephone, Vonage requires an existing broadband internet connection and allows users to make calls as they would do usually. Vonage users will also be assigned a regular telephone number.

The special phone adapter needed to make the system work will be provided free of charge, said Louis Holder, business development manager at Vonage.

A bipartisan majority of House Commerce Committee members signed a letter to FCC Chmn. Powell urging the Commission to adopt federal jurisdiction over VoIP as part of the Vonage proceeding. Pushed by House Commerce Committee Vice Chmn. Pickering (R-Miss.), the letter focused on VoIP jurisdictional issues while remaining neutral on other issues such as intercarrier compensation, universal service and public safety. Pickering sponsored comprehensive VoIP legislation that won't see a markup this session. However, the letter said: "We believe that such an important, but narrow, finding cannot wait for a more comprehensive VoIP bill to work its way through the legislative process."

Lawmakers Urge FCC To Regulate VoIP

U.S. Rep. Chip Pickering (R-MS) and 61 other members of Congress urged the Federal Communications Commission (FCC) Tuesday to "immediately declare" that the FCC has sole jurisdiction to regulate Voice over IP (define) services.

In a letter to FCC Chairman Michael Powell, the lawmakers said VoIP services are inherently interstate in nature and should not be subject to a patchwork of state rules and regulations.

"VoIP is the next forward step in voice communications," Pickering said in a statement. "As this efficient technology grows, consumers will benefit from advanced services and reduced costs. Clearly, VoIP is interstate in nature and thus subject to FCC jurisdiction. This letter asks the FCC to expedite their ruling on the subject and provide jurisdictional and regulatory clarity."

Pickering Leads Congressional Push For FCC Pre-Emption Of States On VoIP

A group of 62 Congressmen signed a letter to FCC Chairman Michael Powell that urges the commission to declare that voice-over-IP calls are "inherently interstate" in nature and, therefore, not subject to state economic regulation.
The much-anticipated letter reflects the views of most FCC commissioners that the agency should have sole economic jurisdiction over VoIP calls--a position also taken in legislation sponsored by Rep. Chip Pickering (R-Miss.), who spearheaded the letter campaign.

"Each of the pending legislative proposals incorporates a fundamental provision that declares VoIP services to be inherently interstate in nature. We believe that such an important, but narrow, finding cannot wait for a more comprehensive VoIP bill to work its way through the legislative process," the letter states.

Sixty-two members of Congress on Tuesday asked the FCC to rule that Internet phone service is an interstate service subject only to federal jurisdiction.

Rep. Chip Pickering (R-Miss.) said in a press release VoIP service “must develop and prosper without the threat of a patchwork of state regulations stifling the innovation.” In the letter addressed to FCC Chairman Michael Powell, the members of Congress asked the commission to “immediately declare that it has exclusive jurisdiction over VoIP services.”

Boston - Internet phone company Vonage said it will hear presentations this week from three finalists vying for its estimated $50-75 million ad account.

Still in contention are Havas-owned Arnold in Boston; Aegis Group's Carat in New York; and Interpublic Group's Lowe in New York, which is pitching with aQuantive's Avenue A/Razorfish in Seattle, a Vonage representative said. A decision is expected within the next two weeks.
