The biggest economic obstacle to broadband diffusion is that when consumers have one service provider available, they pay substantially higher prices than in markets where there's more pressure to compete, Vonage Chmn. Jeffrey Citron said Mon. at the Progress & Freedom Foundation's annual meet-up in Aspen, Colo.

Even in a market of 2 or 3 players, meaningful competition doesn't exist, he said, noting that the issue extends far beyond pricing -- it's about quality of broadband service and speed, too. It's not enough to look at how many high- speed Internet providers operate somewhere, NCTA Pres. Kyle McSlarrow said. Services carried on the broadband pipe -- like VoIP and video -- also must be considered when gauging competition, he said.

Welcome to today's edition of the Vonage VoIP Forum Digest. 

Before we get started, I want to repeat some very exciting news I included in yesterday's Digest about two new places we've added where you can learn about, and then get help (or offer help) about home wiring issues here on the Vonage Forum.

Yesterday we introduced our Vonage Home Wiring and Installation Guide. I kept noticing that many of you have these types of questions, so I thought this resource would be a valuable one for you. Thanks to the good folks at Resources for Michigan Telephone Users should be credited with supplying the content. 

For those of you with home wiring questions, we've started a new forum called Hard Wiring - Installation. You may recognize the Forum from its old name of  “Home Wiring”. Here's the link to our new Hard Wiring-Installation Forum.

Now, let us review what's in store for you in today's Digest. Some very big news today. We'll look at news reports that Vonage may offer stock in its company. We'll find out just what percent of Vonage users have complied with the Federal Communications Commission's requirements to acknowledge the limitations of E911. We'll also review a Vonage VoIP Forum thread about the need for you to acknowledge E911 access limitations, and read what some Forum Members think about the Vonage-configured Linksys RTP300 router.

Vonage plans fall IPO to raise $600M

Hold the phone: Vonage Holdings Corp. , the largest provider of phone services over the Internet to retail customers, is planning to file for an initial public offering to raise between $400 million and $600 million, according to sources familiar with the matter.

Edison, N.J.-based Vonage is expected to file an offering memorandum with the Securities and Exchange Commission within the next six weeks, sources said. The company declined to comment.

Cable Questions Net Neutrality; Verizon and Vonage Back It

Net neutrality is fundamental for the cable industry, but NCTA Pres. Kyle McSlarrow said he's leery of any doctrine that enshrines guidelines to help competitors enter video delivery. Without naming names at the Progress & Freedom Foundation's (PFF) annual policy summit here, he wagged a finger at "industries that ought to know better and thrive in the regulatory environment [who] are the first to try to put rules of road down for other people." The Bells had decided not to enter video but now some companies are "playing catch-up and want to change all the rules," he said.

The FCC adopted a net neutrality policy statement this month and upheld consumers' rights to competition among network providers, ISPs and content creators. But questions remain about whether the decision will force broadband companies to give consumers unfettered use of content and applications.

The chief executive of the leading independent Internet telephony company on Monday urged the government to adopt a consumer "broadband bill of rights."

Jeffrey Citron, chief executive officer of Vonage Holdings Corp., said such formal policies are needed to ensure consumers have access to a minimum level of service, have a lawful right to connect to any Internet site and will be able to attach any device as long as it doesn't harm a network.

Vonage Claims Price 'Blocking' Of VoIP

Vonage Holdings, the poster child in the debate about how open Internet services need to be, claimed Monday that an unnamed service provider was forcing its broadband customers to pay a premium to use Vonage’s Voice over IP services.

While it wasn’t a case of outright “blocking” of VoIP like the company has previously experienced, Vonage CEO Jeffrey Citron used the example of the extra-fee-for-VoIP incident as part of his argument in favor of a “broadband bill of rights,” that would put into law the type of service a user of broadband services could expect.

Vonage's Citron: ISP is Surcharging for Vonage Access

On Monday, Vonage CEO Jeff Citron charged that an unnamed Internet Service Provider was implementing a surcharge on customers that wanted to use Vonage's VoIP services over its network.

Citron made the charge while speaking at the Progress & Freedom Foundation's Aspen Summit in (you get one guess where) Aspen, Col.

"Those who say there's not a network neutrality problem need to take their head out of the sand," Citron told the group. He added there is "no law that prohibits (blocking), so you can't adjudicate against it."
