The chief executive of the leading independent Internet telephony company on Monday urged the government to adopt a consumer "broadband bill of rights."

Jeffrey Citron, chief executive officer of Vonage Holdings Corp., said such formal policies are needed to ensure consumers have access to a minimum level of service, have a lawful right to connect to any Internet site and will be able to attach any device as long as it doesn't harm a network.

Vonage Claims Price 'Blocking' Of VoIP

Vonage Holdings, the poster child in the debate about how open Internet services need to be, claimed Monday that an unnamed service provider was forcing its broadband customers to pay a premium to use Vonage’s Voice over IP services.

While it wasn’t a case of outright “blocking” of VoIP like the company has previously experienced, Vonage CEO Jeffrey Citron used the example of the extra-fee-for-VoIP incident as part of his argument in favor of a “broadband bill of rights,” that would put into law the type of service a user of broadband services could expect.

Vonage's Citron: ISP is Surcharging for Vonage Access

On Monday, Vonage CEO Jeff Citron charged that an unnamed Internet Service Provider was implementing a surcharge on customers that wanted to use Vonage's VoIP services over its network.

Citron made the charge while speaking at the Progress & Freedom Foundation's Aspen Summit in (you get one guess where) Aspen, Col.

"Those who say there's not a network neutrality problem need to take their head out of the sand," Citron told the group. He added there is "no law that prohibits (blocking), so you can't adjudicate against it."

We Need A Broadband Bill Of Rights

The news that a service provider was forcing its broadband customers to pay a premium to use VoIP from Vonage shows that it's time for a "broadband bill of rights."

The idea for a broadband bill of rights was suggested by Vonage's CEO Jeffrey Citron. The idea is that there are certain rights you have as a broadband consumer, for example, that your service provider can't block you from using a VoIP service from a competitor.

99% of Libraries Offer Free Internet

Free high-speed Internet connections are available in almost 99 percent of U.S. public libraries, including most in high-poverty urban areas, according to a study conducted by Florida State University researchers and funded by the American Library Association and the Bill and Melinda Gates Foundation.

The findings, released in June, dent claims that substantial portions of urban populations have no access to inexpensive broadband. Many advocacy groups, including the Consumer Federation of America and Free Press, have urged local governments to embark on large-scale, long-term, taxpayer-funded programs to blanket entire cities with wireless broadband systems. Philadelphia, for example, has taken bids on a system projected to cost between $15 million and $20 million. San Francisco Mayor Gavin Newsom has spoken in support of a city-operated system that would offer free wireless for low-income residents and the homeless.

Voice Over Internet Gains Ground in Granite State

Voice over Internet Protocol has the potential to be a disruptive technology, according to James M. Prendergast, executive director of Americans for Technology Leadership, a Washington, D.C.-based lobbying group.

"The idea that you can get a phone number and take your laptop and a phone that you plug into a jack and take your phone wherever it can ring, no matter where in the world you are, is an intriguing concept. I think it injects another layer of competition," he said.

Unlike a traditional phone that uses the old Bell system's lines and switches, a VoIP call travels over the Internet. Depending on the technology being used, a VoIP call can be delivered entirely through the Internet or connect at one end through a traditional land line or a cellular connection.
