you state:

that's a good place to start looking. have you changed the config of your rt31p2? if you've changed it to be static ip for your internal net, then you'd of course have to change it to use dhcp in order to work by plugging it directly into your cable modem.

i had some annoying issues where i initially tried to set my Vonage adapter (an rtp300) to use a static ip on my internal net, but it kept reverting back when it power cycled... i also would get the 3-tone line connect error message when i picked up the phone to dial once in a while. what i ended up doing was changing back the Vonage adapter to use dhcp, and configuring my router/firewall to issue it a dhcp lease on my internal net. after that it all worked. now since the adapter is configured to pull a dhcp lease, i can either plug it in on my lan and have it work, or i can take it with me to other places (friends houses, office, etc) where it can also pull a lease and not have to change anything with its configuration to get it to work by simply plugging it in. but i digress...

really the best way to troubleshoot is to get it working by going directly into your cable modem - if that means turning on dhcp (if you've changed it to static) then that's the best place to start.
