to answer your question more specifically, the rt31p2 has a qos or quality of service feature built in. while no one seems to be 100% on how it technically works, it basically doesn't allow your computer to use more bandwidth than your phone needs while you're on the phone (doesn't affect anything while off the phone). there are a million posts on this, search for qos if interested.
