No, you need a US or Canada, or UK address and credit card to even set up a Vonage account. To use it in China, you would have to have someone in the US or Canada order a device and setup the account, then send it to you in China.
Also note that it's technically illegal to use Voip in the PRC, the ISP's are supposedly blocking the service. There are ways around it, using proxies and such, but that's strictly at your own peril!
And China is one place where I would not mess around.
