Since we been here (end of July) and now settled...I take notice that my phone rings as if an incoming call is coming thru everytime my modem resets. I am using my own modem...have 2 of them by Motorola and still using Time Warner Road Runner. I have been with Vonage now for almost a year and very happy but get tired of the lost connection of net and making my Linksys reboot.

a cable outage really shouldn't be happening often, if at all. even though it's not really a true fix per se, you should try getting time warner to fix or upgrade your cable service.
Right, if in fact you're sure that it _is_ a cable outage. Whether it is or isn't, you should consider an uninterruptible power supply (UPS) to power your cable modem and phone adapter. You really don't want interruptions in your phone service due to power blips.

I do have a backup power. It is just ever so often the cable will go out...had this problem at my mother in law's in August which was terrible and here at our place...we are in NC. Now in TX we did not have this issue...the cable went down but not in spur of the moment like this.

As Reebok said, it's not a full answer to your technical issue, but you need to get on to your ISP, and maybe your public service commission. Such service shouldn't be tolerated.
