There is an old alarm system in the house but it has been disconnected. The alarm box has no power running to it.

Same problem here! I actually tried dialing my cell before getting the fast busy and it dialed through (lots of static), but it dialed through TWICE! I went outside and discovered that I had not snipped my wires well enough. I still had some bare wire touchingg the metal box on my original phone connection outside. This was connecting me to my old POTS ;line AND also copmleting the circuit for Vonage..so I was making 2 calls over the same phone!
I disconnected that wire again and then the Vonage connection was gone as well. Completely dead in the house now. I can not figure out what is wrong? Do I need to be connected outside for some reason?
