Vonage offers customers a fax line for $10/month extra. Other than the stated purpose, is there any difference in the service for a fax line that would prevent it from being used as a second voice line in a pinch?
You can use the fax line for voice, both in and out going.
It is striped of most all features however (no call waiting, no voice mail...)

Whether it can or cannot be used for voice please don't forget that with a fax line you only get 240 minutes of outgoing data caling.

ah, sorry about that. It is 500 business, 250 residential outgoing. Both are unlimited incoming.
I was thinking the business account.
