How many devices do you have connected to the WRT54G (wired and wireless)?

One DHCP client looks like a machine called jojo, if the only other thing connected to the WRT54GS is the Vonage adapter, then we have found the reason why QoS isn't working like we would expect it to.

If you're not sure, it wouldn't hurt to configure QoS for MAC address 00:13:10:AD:4F:97 and rerun the phone call/tc test.

it appears the mac address I put in was wrong.. I was putting in the WRT address, not the vonage... daaaa..

Of course now I need to run a torrent and see how the reception is.. so this thread may not be over yet ??

so I checked the sound... I started a torrent.. used the phone to call my cell phone. Left a message. I then stopped the download and while still on the Vonage phone I chose the option in my cell phone menu to preview the message I just left.. it was better. but still a little choppy. Next advise oh bandwith master ??
I don't know if it should happen, but I noticed that the upload speed in the torrent did not lower when on the phone. I do have good cable service 3200 dl 256 upload

should i try the netmask setup... and 192.168.1.1 is the address . Are there more numbers to that if that's a route to go ??

You've definitely improved the amount of premium traffic, so that's a step in the right direction.

I think you're close... It looks like your Uplink kbps value based on 90% of your theoretical max value of 256 kbps instead of the real world number. My guess is that Uplink kbps value needs to be reduced a bit.

The best way to set this accurately is to run a few speed tests like Speakeasy with QoS turned off, and try setting the Uplink and Dnlink values based on the speed test results.

My guess that you'll end up with about 200 - 210 kbps for the Uplink.
