That certainly could be it. You should talk to your ISP about how to set up the router. If you have DSL, you may need to set up PPPoE, for example.

Post subject: dial tone problem fixed - RTP300, DSL modem
I had the same problem - here is my setup:
Internet --> DSL modem --> RTP 300
Vonage
adapter --> Phone
--> Computer
I'm not going through the
Vonage
adapter for my internet connection because my computer does not have an ethernet port.
There was no dial tone and the phone LED light did not light up. I tried power recycling several times. It seemed like the
Vonage
adapter was not able to obtain an IP address. I tried enabling PPPOE, and also tried "obtain ip automatically". Neither option worked. I finally provided my internet provider's static ip and voila! It worked. So there is hope
