Both of Delta's toll free numbers work for me from both of my Vonage lines in the 864 area code.

800-221-1212 Reservations
800-323-2323 SkyMiles Member Reservations

I'll forgo testing my 919 area code line since it seems to have been a temporary problem or one related only to the original poster.
