So the phone cable comes out of the ground and just ends? Or did the electrician install a network interface box on the outside? If he did, your house may actually be physically connected to the phone company's equipment, but you have no account so no dial tone. Some subdivisions have wiring plans that are all done by the builder so cable and phone techs don't need to do a service call to activate a new account.
If you have a service box on the outside of your house, open up the customer access side and unplug the RJ11 jumpers to physically ensure you are not connected to the POTS system. Even with no phone service, there can still be voltage on those lines that can screw up or destroy the phone router.
Other than that, check every jack for correct polarity.
