Since modems exceeded 28.8 they started having problems negotiating down to a very low speed if the line quality is bad. While they probably could eventually do it, the software times out before negotiation is successful. Capping a modem's speed speeds up the negotiation process.

Would the DSL filter work with a RCA wireless phone jack system?
Does anybody use that configuration?

That worked for me.
Hughes GXCEBOT
Dial in number: 212-271-7103
Set Dial Prefix: ,#104
Sett Call Waiting: *99
Set tone/pulse: tone
Set 'phone avail' Detection: on
Set dial tone Detection: on
It even worked (1 out of 2 times) on my local 303 number.
