I have heard that 2.0.13e is the latest but I have 2.013d.
With the IVR menu voice b and d sound very similiar though. I have heard of others that are a few versions behind like you appear to be. Try reseting your adapter. It might force an upgrade. If not, you'll have to contact customer service and ask to have the upgrade pushed to you.
What happens when you just hit the four ****'s? You should get a voice menu at that point. If you are not, doing anything else beyond that will yield nothing.
If you are unable to get the IVR menu after hitting the four ****'s, I'd try to reboot you PAP2 and try again. You need to get into the PAP2, and that's the only way via the phone.
