911 help may be on way for Voip users

A big shortcoming of most Internet-based phone services — the lack of full-featured 911 service — is expected to be remedied this year as providers, regulators and local phone companies quickly coalesce to resolve the growing public-safety hazard.
Federal Communications Commission Chairman Kevin Martin is recommending that Net-based phone companies be required to offer the full-featured service, called Enhanced 911, or E-911, by fall, three FCC officials told USA TODAY.

Commissioners are expected to approve the proposals later this month.

At the same time, after a two-year stalemate, the regional Bells are agreeing to provide Internet phone companies access to their E-911 systems to help them offer the emergency service.

The flurry of activity comes amid cries for action by Congress after several high-profile incidents in which customers of the so-called Voice-over-Internet-Protocol services could not reach 911 operators. As a result, several states are suing, or considering suing, the No. 1 Voip provider, Vonage.

Low-priced Voip services allow voice calls to travel over broadband lines. About 1.5 million Voip customers get their service from cable companies that provide E-911, research firm IDC says.

But another 1.5 million use smaller providers such as Vonage. They typically offer a bare-bones 911 service that doesn't show operators a caller's number or address, wasting precious seconds in an emergency. Also, calls often aren't answered promptly because they ring on administrative lines in the dispatch center rather than on emergency lines.

The problem is that the Bells, such as Verizon and SBC, control the E-911 systems that contain the numbers and addresses and route the calls.

Vonage says the phone companies had been unwilling to share those systems in a way that would accommodate all of their subscribers.

BellSouth spokesman Bill McCloskey says the company "has re-examined its policy." But Verizon and Qwest say that until recently, Vonage refused to pay high fees to route the calls over dedicated wires and that Vonage wanted instead to use the public phone network, which is less secure. Vonage disputes that.

Vonage said this week that it had reached a deal with Verizon that will let it offer E-911 in a few months, is close to a pact with Qwest, and is in talks with SBC. "It's going in the right direction," says Vonage Vice President Brooke Schulz.

The FCC, though likely to require Voip companies to provide E-911, may not force the Bells to open their systems since other wholesalers offer the E-911 service. That could force tiny Voip providers to pay the Bells hefty fees, driving some out of business, says analyst Jessica Zufolo of Medley Global Advisors.
