The problem is I not only hear the stuttering when I'm listening to the ring tone. It also happens during conversation. The person I'm talking to goes in and out. And as ldavisfl stated, this started recently. I never had this problem in the year I've had Vonage. If it was just the ring, it probably won't bother me, as I don't wear a headset. But it's conversation, too.

I notice this occasionally as well. I just assumed the QoS software needs a few moments to prioritize traffic and make sure Voip has priority. After a ring or two, the static goes away - so I don't really worry much about it.
