My latest attempt, today at 1:12PM failed. Now it is 3 for 4. Even when I had Verizon daytime calls were iffy at best, so I am still happy that the other 3 attempts worked out. Before the upgrade calls over Vonage never worked.

I have upgraded to firmware version 1.24.xx but it doesn't seem to have fixed anything. I can't get my TiVos to successfully dial out for so much as a test call, let alone an actual download.

That's what you should see, now just try to make the calls, either with or without the dialing prefixes.

Is this phone support some sort of joke? I called in, navigated through about 5 levels of voice menu, gave a CSR my account number, he said "please hold" and has had me on hold for 20 minutes!! I haven't even had a chance to explain why I called.

This is getting frustrating.

I have updated the firmware and tried a number of different dialing prefix #s but I have not been able to complete a test call. For those of you who have succeeded by using the new firmware, what are your settings? Hopefully your settings could help others out.

the firmware update isn't a guaranteed fix, it didn't work on mine, so your best bet would be to try the PPP over serial connection. I have explaioned it in in this thread.
