I've used Vonage for about two hours of talk time over the last two days and I have to say I'm impressed. Not a single problem after I got the adapter on the network. Nobody can tell the difference (except for one person that said I sounded much louder than before). Knock on wood and all that, I hope things stay this way.

I had some reservations about Vonage -- locked hardware, various service fees to do almost anything, etc. I almost chose a smaller Voip provider but decided against it seeing as how this is practically bleeding-edge technology. It's important to be with a somewhat established industry leader, especially in the beginning.

As for 911, my test was successful. I was connected to a PSAP... the operator told me that number was mostly used by alarm companies but they would be able to get me help 24/7 if I need it, provided I can give them my address. Being as I'm from a small town, the operator had no idea what Vonage or Voip is. Not having E911 service is a little scary, but because I live alone and I'm in fairly good health it's something I don't think will be a huge issue. I have a deactivated cell phone handy in case something happens and things are down.

Here's my 911 idea: Why can't the PSAPs have a database of phone numbers with addresses? Surely they have basic caller ID available. Of course it would be better to ask the address if the person can speak, but if they couldn't at least this would give a pretty good idea as to where they are. This would also be a good idea for older cell phone users or cell phone users which disabled the GPS technology. I might just suggest that to our county's response center.

The vast majority of E911 centers do not own their own database of names and numbers. The serving 911 switch provides the number caller-ID and the local PSAP equipment does a lookup by number against a centralized telco database for the location. Some Bells actually have right-to-use clauses that prohibit the local PSAP from creating their own database. Since you Vonage 911 call is routed to a different set of lines from the traditional E911 calls, most 911 centers don't even get the number you're calling from. This is where you get into the problems.

Even if the politics were removed and Vonage could route you to the 911 tandem switch, the telco database would not have a record of your number and probably not be able to route you to the correct PSAP switch. This is easily handled administratively (though not politically) by the Voip providers providing a list of user numbers and name/address records to the telco database.

In the meantime, politics reigns supreme and the ILECs are not anxious to give up their edge on E911. It is possible but the fee structure to an interconnect company can be quite prohibitive. Until NENA (National Emergency Number Association) or State public service commissions require a more equitable approach, its going to take all Voip subscribers pushing their legislators and PSC's to open up access for these other companies.

The other fly in the ointment is that if you set up your 911 service for your home address and then take your terminal adapter with you to another location, the 911 destination will still be locked to your home address.

Hope this helps explain some of the challenges that lie ahead.
