I finally have everything configured and working just fine. However the intrusion detection on my SMC (see hardware list below) sends me a message every 5 minutes (literally, every 5 minutes) with an alert.

192.168.123.200 is the IP address I have assigned to the PAP2. Port 56447 is not listed in the port forwarding instructions that explain how to let your PAP2 access the internet from behind a firewall. My firewall is blocking this traffic, and my service seems to be working fine just the same.

146.82.2.79 belongs to Globalcrossing.

Does anyone know why the PAP2 is trying to connect to this Globalcrossing IP address?

Just an FYI - but you might have to reconfigure your router not to pick up UDP floods from the internal IP address on your PAP2.

The router I use had "intruder" detection on, and it would see the UDP floods, which are normal for the SIP protocol during conversations, as an attempted intrusion. When it noticed these “intrusions”, it would start dropping the UDP packets. The result of the dropped packets was only, intermittently noticed in the voice conversations by either the voice of the caller or the receiver getting out of sync, (i.e. one person could hear the other, or vs. versa). To fix this during the call we'd have to hit the flash button, and then flash back to get the SIP stream back in sync since it was dropping packets.

I ended up having to configure the firewall to ignore UDP floods to the internal IP address on the PAP2 device, and it has worked flawlessly since.

Again you may not have this issue, but just wanted to save you some time if you were seeing any of this since it took a bit to figure it out for me.

we have an agreement with GBX as after it gets to our gateway it gets routed to the appropriate carrier. try turning off SPI on your smc, or put the pap2 in DMZ
