Disconnecting NID cable from inside the house?

Post subject: Disconnecting NID cable from inside the house?
I want to enable multiple phone extensions in my house using the existing wiring. I've read the posts that suggest disconnecting the line to the house at the NID so that no electric current is running on the inside wiring. I live a in townhome and my building has 5 units. I looked at the NID and it's a jumble of wires. So I don't know what to disconnect.
BUT in my basement, there's a device that has 12 rows and about 6 columns of what looks like 4" metal connectors. And it looks like all the extensions in the house are connected here. There's also a jumble of thin colored wires attached to the metal connectors.
So is there a way I can disconnect the electricity in the inside phone wiring from within my house? Or in general, why is it recommeded that the connections into the house be terminated at the NID instead of removing/disconnecting the cable that comes from the NID into house inside the house?

The point is to make sure you DO NOT have a connection from the telelephone wire pairs (coming from the phone co) to your inside wiring. Where you physically accomplish this is irrelevant.
