Do I need to have another phone line hooked up in order to use this?

no all you need is broadband internet Vonage is actually a second phone line

on that note can i use vonage for my pay perview on my digital cable? the digital box has to be pluged in to the phone line

Cool how is there customer support? and dose it ever go out? like not work? and what happens with my calls if say my cable is down?

If you cable goes out so does your phone. That is why you should have a backup.
As for there customer support it’s not so good by phone Cry

seems to work pretty well. I have never been able to talk to someone at Vonage. The times that I have email have worked well.
