So seriously anyone have any idea why the test has such issues with my upload speed? anyone else running Rogers in Toronto run the test and get similar results?

EDIT: K figured it out. It has nothing to do with my internet connection but is related to the way the test interacts with different browsers. On Explorer and Firefox I get relatively normal readings of 300 Kbps. However on Opera I get the crazy readings as above. Don't know why this would be, but at least the mystery is solved.

I've run the test 6 times this morning and my QOS has ranged from 94 to 1 to 1 to 1 to 73 to 94. In a 10 minute period with no calls and no downloading, is that normal?
