V.150.1 is an ITU-T recommendation that defines methods for V-series modems (i.e., V.32, V.34, V.90, etc.) to communicate via IP networks. If Vonage were to implement V.150.1 (esp. Modem Relay), it would go a long way towards making fax and dialup work more reliably.

What is the status of your question? Is it possible that it was asked 6 years ago and is still not answered?

We are also using an analog modem to dial to another analog modem and the modems are unable to sync up. We have been told that we need ITU V.150.1 (also known as V.MOIP).
