On the VOIP speed test I consistently over the past 48 hours get less than dial-up speeds upstream. Other speed tests on sites like dslreports show my upstream to be fine, anywhere from 400k to 1mb. I am trying to figure out if this is why my phone service is so bad, garbled voices to the point where I am glad to still have my Verizon line.

My testing has been from 4 different computers, two routers, and all kinds of combinations including everything off but the one being tested. I have taken pains to shut everything down and bring back up as per the instructions.

I am baffled.
