Does anyone know if Vonage sends out the PAP2? I bought mine at BB. It may be that they are just sold retail but it seems that it would make sense for Vonage to stock both and then ASK people when they sign up if they all ready have a router. If the answer is yes then they should send out the PAP2. Any thoughts?

I have never seen vonage send out anything besides the units on their setup page (cisco, moto, rt31p2) until a few days ago when someone got an email saying he was being sent a wrt54gp2 replacement.
so I think the answer is no, but I'm less sure now.

I too wanted the Pap2 instead of the router, when I signed up online. Can I just purchase a PAP2 at Best Buy or Circuit City and use it instead of what Vonage is sending me?

you can but then you're out the activation and shipping fee that you otherwise wouldn't have to pay for. and the rebate since you won't be a brand new user. maybe you can cancel and reactivate, but I'm not sure. if you don't care, you can just buy it but then you have to call vonage and give them the new mac address for the pap2.

I was not charged an activation fee when I activated my PAP2 online which I bought at Best Buy.
