OK when I unplugged the Linksys from the net...incoming calls get busy signal when I have all my Net Forwarding and forward calls to my cell phone...can anyone explain why I am having this problem?

So that means if my net/power goes down I will miss my calls.

how long are you waiting before you try calling?
also, to forward, does the call have to go through your Vonage box first? as opposed to the network availability number which forwards to a number when your Vonage box is completely down. you might want to set that.

I have a cell number for call forward...well when my line rings the cell rings and then I have the network unavailability number set to another cell phone.

So when I disconnect the router from the net I get a busy signal unless I need to wait a while before making the call to my line.

I am just testing to make sure everything is suppose to do what it is suppose to do.

ok it looks like I was wrong. according to the Vonage website, your calls should be forwarded if you have a number set for call forwarding. otherwise it will use the NAN.

"If Call Forwarding is enabled, all of your calls will be forwarded using your Call Forwarding settings. If you don't have Call Forwarding enabled, we will forward all calls to the number you register as your Network Availability Number."

Now is there a time lapse when I disconnect the router for all the calls to go where it is suppose to go.

Because when I turn off the Modem and call myself it does go to the NAN number. But when I unplug the router there is a busy signal and I have all calls forwarded and VM off.

Another point, when my ISP goes down, instead of a busy signal, there is a "number is no longer inservice."

That is why I made sure and had a NAN.

I have everything set up NAN and call forward so not sure what the problem is.

Is your call forwarding set up to "ring at the same time" or "forward to this number after X seconds"?

If it is "ring at the same time" then you will get a busy signal (if voicemail isn't on, otherwise it will go to voicemail). The only way to fix that is to have it forward after X seconds...

At least, that's how my experience worked.
