I've been trying to switch from Voip cable phone (Mediacom) to Vonnage, keeping my number at the same address, but Vonage online form says they can't do this number. (712-336-xxxx) Also tried (712-330-xxxx) and (712-337-xxxx), exchanges in the same area, but different carriers (cell and POTS) with same result. This also happens with most, if not all, other potential Voip carriers, I've tried to port to. But, in reading the new FCC order, are not all providers REQUIRED to allow LNP, ie: "so long as you remain in the same geographic area, you can switch telephone service providers, including interconnected Voice over Internet Protocol (VoIP) providers, and keep your existing phone number."?

Evidently, this rule became effective about a month ago. I've filed a complaint with the FCC; we'll see what happens. (I think there may be a multi-$K fine for each non-compliant incident.)
So why doesn't Vonage (and others) comply? I've come to the conclusion that it's not a technical issue, but rather a bookkeeping issue. Unless they have a billing "presence" in the geographical area in question, ie, an area in which they own a block of local exchange numbers that they assign to new customers, they "can't" let you keep your old number. 911 could impact this also, but that's not technically difficult to cope with.
