How can I sign up for the Vonage Affiliate Program? Do I have to be a member of the Vonage service in order to be an affiliate?

Several ITSP's are offering configurations that support BYO SIP hardware (We resell both Avaya IP Office and Vertical TeleVantage). I understand that this is somewhat doable if a Vonage account is configured for a SoftPhone but what we're really looking for is a "priced by number of concurrent channels" account with DID's available. This would look similar to a legacy T1 offering like "Eight Concurrent Channels with 20 DID's for 99.99/month" No "Features", just the DID's & Channels.
Can we get this through Vonage? Is there a Beta program available?
