I discovered serious overcharges on my International calls.
When I try a number abroad, it charges me full minutes, 1. 2 or 3,
when I am waiting for someone to answer the phone.

Not such a problem when you phone Europe etc., but calls to Africa, where we do a lot of business, are expensive!

I checked my bills over three years, all overcharched, and they will only pay me a very limited refund.

BUT ........ THE OVERCHARGING IS CONTINUING!! NOTHING fixed.

Check your International calls, write down any unanswered calls you make, and check the monthly bills.

It is often the case that the terminating side phone carrier signals that the call is answered (answer supervision) when they are playing back ringback tone in order to collect additional monies from callers, called false answer supervision. Unfortunately, there is an entire illegitimate industry dedicated to creating false answer supervision.

This page (http://www.voip-info.org/wiki/view/Fake+False+Answer+Supervision+%28FAS%29+service) details how an unscrupulous provider can generate false answer supervision to both increase profit and boost ASR (a measurement of a service provider's performance).

It seems that both Vonage and in turn you are the victim of such a scam from an unscrupulous underlying provider. If you contact support, they will investigate and provide credit if warranted.

In this case ... not a valid answer, unless you wish to state that the three largest networks in Africa, one in Japan, one in India and one in Hong Kong are all committing fraud. Too far fetched.
Also, in most cases I am phoning our company's own employees, so we know the networks etc.
Sorry, its just Vonage rounding up to the nearest minute and charging for it, connection or no connection.

It might not be the actual end point but a carrier in the middle doing it. As with any other phone service, Vonage uses wholesale carriers to connect calls to places it does not directly reach -- this includes the big companies such as Verizon and AT&T as well as no phone service is truly end-to-end. Wholesale providers do the same thing: buy access to certain destinations from other wholesalers.

Vonage only starts billing for a call when signaled that the call is completed, in the technical terms when it receives a SIP 200 OK. This is not a matter of rounding; if call completion was not signaled the call duration counter is zero.
