I live in Michigan, I would like a toll free that my kids can access from Canada. Is this possible? If so, is it a reliable service?

Depending on their local availability, do you even need a toll-free number?

Have you looked into Vonage Access? There's more information on the websites.

Vonage Access

That should handle the issues you indicate both in this thread and your other one, without needing the toll-free number
