Post subject: Linksys PAP2 now working: power LED constantly blinking
I had to shift my phone from my one office to other and when I connected powered on my PAP2 in my new office , the Power LED kept blinking, however my ethernet LED is Solid and my phone 1 LED is not on at all.
I tried step by step instructions:

Couldn't make out much from following either:-

Red on = POST failure or device malfunction.
Blue Blinking = Booting / Self Test / Firmware Upgrade
Status and Link LED Blink Patterns
LED Color(s) Activity Description
Power LED
Blue/Red Off Power Off
Blue On Power On / Device Ready
Blue Blink Booting / System Self-Test / Firmware Upgrade
Red On Power On Self Test Failure (not bootable) / Device Malfunction
Ethernet Blue Off No Connection On Ethernet
Blue On Ethernet Connection Established
Blue Blink Data Sending / Receiving
Phone 1 /
Phone 2 Blue Off Phone Is Not In Use / Not Provisioned or Registered
Blue On Registered / Provisioned
Blue Blink Phone Is In Use / Incoming Call Detected

What do you think the problem is? Has my PAP2 been shorted ? is there anything I could do on my side without resending the device or contacting the tech support. Any pointers would be of great help..

Most likely this is caused by an IP address issue. This means that you are either not getting an IP address or you previous placed a static IP on the PAP2 and now your connecting it to something that has a different network then the previous.
1) What did you plug the PAP2 into in the old office?
2) What are you plugging the PAP2 into at the new office?
